This pathway is governed by Article 11 of the Croatian Citizenship Act (Zakon o hrvatskom državljanstvu). As of 1 January 2020, language and cultural knowledge tests are no longer required for descendants applying from abroad.
Eligibility under Article 11
Under Article 11, any person who is a direct descendant of a Croatian emigrant can apply for citizenship by naturalisation — without needing to have ever lived in Croatia.
The key legal definition is “emigrant”: a person who left Croatia with the intention of permanent residence abroad, before 8 October 1991(Croatia's independence date). Their children, grandchildren, and further descendants are all potentially eligible.
Common disqualifications
Not every person with Croatian heritage qualifies. Two situations commonly disqualify applicants — it is important to check these before proceeding.
Internal Yugoslav Migration
Descendants of ancestors who relocated within the borders of the former Yugoslavia — for example, from Croatia to Serbia or Bosnia — are generally not considered "emigrants" under Article 11 and are therefore ineligible for this pathway.
Emigration After Independence
The pathway applies only to those whose ancestors left Croatia before 8 October 1991, the date of Croatia's declaration of independence. Relatives who emigrated after this date do not qualify under Article 11.

How to apply — step by step
The application process can feel daunting, but it follows a clear sequence. Here is what to expect from start to approval.
Confirm Your Ancestry
Identify the Croatian ancestor through whom you are claiming citizenship. This can be a parent, grandparent, or great-grandparent — regardless of how many generations removed.
Gather Documentation
Collect birth certificates, marriage certificates, death certificates, and proof of Croatian nationality for each person in the lineage chain — from your Croatian ancestor down to yourself.
Certify & Apostille
All foreign documents must be translated into Croatian by a court-certified translator and apostilled where required. Croatian documents obtained from archives may not need apostilles.
Prepare Your Application
Complete the application form and write a motivational letter in Croatian. Include biographical information and any supporting evidence of Croatian identity or affiliation.
Submit Through Embassy
Applicants residing abroad submit through the nearest Croatian embassy or consulate. Those residing in Croatia submit directly to the local Ministry of Interior office.
Await the Decision
Processing times vary. The Ministry of Interior reviews the application and may request additional documentation. You will be notified of the outcome in writing.
