of the Croatian Nation
Croatian citizenship is not limited to those with direct documented ancestry. If you or your family have declared Croatian identity, or if you have actively participated in Croatian cultural life abroad, you may be eligible under this lesser-known but important pathway.
This pathway is governed by the Croatian Citizenship Act. As of 1 January 2020, language and cultural knowledge tests are no longer required for applicants residing abroad. Each case is assessed individually by the Ministry of Interior.
What is this pathway?
Croatian law recognises that the Croatian diaspora spans generations and continents — and that some individuals have a genuine, deep connection to the Croatian people without having a straightforward documentary lineage. This pathway provides a route to citizenship for those individuals.
Unlike citizenship by descent (Article 11), which requires direct documented ancestry, this pathway focuses on affiliation — your declared identity, your community participation, and your cultural ties to Croatia.
It is particularly relevant for people whose ancestors may have declared Croatian nationality in historical records, served in organisations that identified as Croatian, or who are themselves active in Croatian cultural or sports associations abroad.

Eligibility criteria
Applicants must demonstrate at least one of the following. The stronger and more documented your connection, the more robust your application will be.
Declared Croatian Nationality
You or your parents have declared Croatian nationality in official documents — such as birth certificates, censuses, employment records, or military service documents — even if you were born and raised abroad.
Active Involvement in Croatian Organisations
You have participated in or contributed to Croatian cultural, scientific, or sports associations abroad. This demonstrates a genuine and active connection to the Croatian community.
Parental Recognition
If your parents are recognised Croatian nationals, this can support your application — even in cases where other evidence of affiliation is limited.
Respect for Croatian Law and Culture
Applicants must demonstrate a basic respect for the Croatian legal system and cultural values. No language or knowledge test is currently required for applicants residing abroad.

How to apply — step by step
The application process follows a clear sequence. Here is what to expect.
Gather Your Documentation
Collect birth certificates, proof of nationality declarations (e.g. employment records, military documents, census entries), and evidence of involvement in Croatian organisations.
Write Your Motivational Letter
Prepare a biography and motivational letter in Croatian explaining your connection to the Croatian people and your reasons for seeking citizenship. This is a key part of the application.
Certify & Apostille Documents
All foreign-language documents must be translated by a court-certified Croatian translator. Where required under the Hague Convention, documents must also be apostilled.
Submit Through Embassy or Consulate
Applicants residing abroad submit their complete application package to the nearest Croatian embassy or consulate, which forwards it to the Ministry of Interior.
Attend an Interview (if requested)
In some cases, the embassy may request an interview to verify your claims and assess your connection to the Croatian nation.
Await the Decision
Processing times vary. The Ministry of Interior reviews all documentation and issues a decision in writing. Additional documents may be requested during this period.
